The United Nations Collaborative Programme on Reducing Emissions from Deforestation and Degradation (UN-REDD Programme) was set up in 2008 following the Bali Action Plan agreed to by parties at the 13th Conference of Parties to the United Nations Framework Convention on Climate Change to assist tropical forest countries in establishing a fair, equitable and transparent REDD+ regime. The UN-REDD Programme is currently supporting nine pilot countries with their national "REDD Readiness" process, i.e. preparations for participation in a future REDD financial incentive mechanism under the UNFCCC. UN-REDD National Programmes (NPs) are implemented as Joint Programmes (JPs) by Food and Agriculture Organisation (FAO), United Nations Development Programme (UNDP) and United Nations Environment Programme (UNEP), following the guidance of the UN Development Group (UNDG). With coordinating support from a Global Joint Programme (GJP), the nine UN-REDD National Programmes are being designed to provide initial assistance with the pilot countries. Papua New Guinea is one of the nine UN-REDD programme pilot countries. The UN-REDD National Programme Document (NPD) developed by the Government of PNG has been approved and granted with USD$ 6,3 million and it's ready for implementation. The Objective of the UN-REDD NP is "to support the GoPNG in attaining REDD+ Readiness" within the next 3 years, with an emphasis on the development of Measurement, Reporting and Verification (MRV) system for the country as an important complement to PNG's domestic climate-change efforts. MRV systems track and report on changes in carbon stocks resulting from land-use change, and as such, are a fundamental prerequisite for any payment-for-performance REDD+ programme. In order to secure this Objective, the proposed NP will be implemented for three years in order to pursue the following five Outcomes:
To implement the NP, a UN-REDD Programme Management Unit (PMU) will be established in the Office of Climate Change and Development (OCCD). The PMU will be led by a UN-REDD Programme Manager who under a matrixed working arrangement will support OCCD on a day-to-day basis on management and coordination of all UN agencies inputs for PNG's National UN-REDD Programme. The UN-REDD Programme Manager will report to the Director of MRV and National Communication Division and UNDP Country Office Deputy Resident Representative. The overall performance appraisal of the PM will be done as per UNDP guidelines, rules and regulation by the UNDP Deputy Resident Representative (DRR). The incumbent will be working closely with the Office of Climate Change (OCCD) and will provide technical advice and support to the Director of MRV and National Communication Division. The incumbent will work under the direct supervision of the UNDP Deputy Resident Representative (DRR) and will also report to the DRR. The incumbent will report to OCCD on day-today work including sharing of information and will also keep close relations, good coordination and sharing of information with UNDP PNG's Country Office, especially with Assistant Resident Representative (ARR) and the Energy and Environment Team assigned for programme assurance activities. The incumbent will liaise and coordinate programme activities also with FAO and UNEP UN-REDD specialists. The overall objective of the assignment is to contribute to the enhancement and development of UN-REDD PMU management of coordination capacity to ensure efficient and effective implementation of the PNG's National UN-REDD National Programme. | |

Can you effectively link theory to good practice in a complex development environment?
Live & Learn, a dynamic and rapidly growing regional environmental NGO, is seeking an experienced expert in climate change, REDD+ and sustainable community development. This position will provide support and training to our Pacific Island REDD team, to ensure REDD projects are delivered effectively and equitably. The position is full time for 2 to 3 years (negotiable) and will be based in Vanuatu (preferably) or Fiji, with extensive travel to field sites in both countries. Occasional travel to the Solomon Islands and Papua New Guinea will also be required.
The position is part of Live & Learn's regional REDD+ project, which is funded by the European Union. The project aims to pilot and demonstrate effective models for governance and implementation of REDD+ in Melanesia that provide equitable benefits for forest-dependent local and indigenous people.

About the role
A crucial role in the delivery of Save the Children's programs in PNG, the Country Director (CD) will provide strategic direction and guidance to ensure effective programming in a complex and changing environment.
The CD will hold responsibility for facilitating programmatic and operational priorities, whilst ensuring alignment with the broader objectives of Save the Children Australia and Save the Children International (SCI). The role will ensure the growth and sustainability of Save the Children's program portfolio in Education, Health, Child Protection, Child Rights Governance, HIV and Emergencies and work in close collaboration with other SCA country offices to lead our program focus with strategic vision.
The success of the CD will be measured through the management and development of the country program in PNG including: • Program design, development and delivery includingmonitoring and evaluation • Advocacy in key areas of human and children's rights and international development • Human resource oversight across a diverse group of national and expatriate staff, across 4 locations • Comprehensive financial management of the country program • Initiation of strategic partnerships with donors and key stakeholders in the local PNG community. • Securing strategic and sustainable funding opportunities for SCA.
The Country Director (CD) is a senior member of the International Programs team and reports to the Regional Director, Pacific.
